In order to build librep, you also need gdbm, readline and gmp package. Gdbm and readline are available from Cygwin official release. Source package of gmp could be found on ftp://ftp.gnu.org/pub/gnu/gmp/. A collection of binary packages of GNOME desktop (including gmp and librep) prebuilt for Cygwin could be found on the Cygwin GNOME project (http://www.sourceforge.net/projects/cygnome).
